메릴랜드 한인회(회장 이태수)의 입장 표명
메릴랜드 한인회와 준비대책위(MCCSG)는 메릴랜드 벧엘교회의 협조 하에 6월 27일(토) 10 시부터 4 시까지 제 4 차 COVID-19 무료검사 행사를 예정대로 준비하고 있었습니다.
1) 당일 오전 9 시 10 분경 메릴랜드 주공보실로부터 행사 중지를 전화로 통보 받았습니다. 그 이유는 APMI 의 운영방식에 문제점이 있다는 것이었습니다.
2) 당일 오전 9 시 30 분경에 메릴랜드 주공보실로부터 주보건장관의 행사 중지를 전화로 통보 받았습니다.
3) 당일 오전 9 시 50 분경에 하워드 카운티 보건국으로부터 인증된 검체자가 없다며 행사 중지를 전화로 통보 받았습니다.
4) 카운티에서 제공하는 검사킷트를 사용한다면 검사를 계속할 수 있다고 통보 받았습니다.
5) 한인회가 준비한 검사킷트는 4000 개인데 비하여 보건국에서 온 검사킷트는 250 개가 왔으며 지금은 사용하지도 않는 초기의 제품으로 코를 풀어서 큐팁으로 표본을 체출하는 방식으로 코를 풀 당시 많은 비말이 폭풍처럼 발생하며 검체자가 감염의 위험에 상당히 크게 노출되는 단점이 있는 제품이어서 메릴랜드 한인회는 불가피하게 행사를 중지하는 결정을 내렸습니다.
6) 다음 내용은 메릴랜드 한인회의 당일 행사에 대하여 Baltimore Sun(6/27 일 오후), Fox 45(6/28 일 오전)의 일간지의 내용을 종합한 내용입니다.
a. APMI 는 Maryland Department of Health suspends APMI labs license to perform COVID-19 tests.
b. And test results may be incorrect.
c. Secretary Robert Neall issued an order Saturday, June 27th of 2020 for APMI to stop its collections and processing of COVID-19 tests.
d. Secretary Neall said until APMI demonstrates that it is in full compliance, it must stop ALL COVID-19 collection and processing by volunteers
7) 다음은 APMI 에 대하여 잘못된 정보에 대한 공식 답변 입니다.

a. APMI never received an order from Secretary Neall to stop the operations
b. It was known to me through one of the performing physicians at the Bethel Church site who informed him of the seize order
c. APMI is fully certified by CLIA (Clinical Laboratory
Improvements Amendments) by CDC, this is the only license needed to perform COVID-19 tests according to national standards
d. Since the end of February, APMI has performed numerous tests at other locations including senior homes where tests were conducted without any problems, but the order
points out that only four locations were in violation that involves KSM (the Korean Society of Maryland). If APMI was in violation then all other sites should have been noted in the memo.
e. The order states to seize all activities due to uncertified clinciticians performing the tests. Health Officer, Maura J. Rossman, MD, came to the site and if we use state
approved test kits, we were able to perform the tests with the same team, which contradicted the statement. Over eight licensed physicians were at the site to assist with the tests at the Bethel Church site.
f. According to the newspaper, Maryland Department of Health suspended APMI’s license, however APMI is still conducting tests according to CDC and uses these test kits approved by the FDA.
g. Most importantly, APMI and volunteers did not receive any funding from the state of Maryland or any other state related agencies. It was all for community service for the good of humankind.
h. We are an independent lab certified by CDC. We do not have a contract with the Maryland Department of Health. This does not mean we cannot preform the test or that the
testing is not accurate. All testing is preformed by SOP, Standing Operating Procedure, the guidelines of the CDC. Because it was a volunteer service and because we do not have a contract with the Maryland department of Health, we did not bill the department of health or any other agencies. There was absolutely no funding received from Maryland or any other agencies.
8) 메릴랜드 한인회는 여러 방면으로 이번 행사의 문제점을 생각하고 메릴랜드 한인회가 한인들의 권위를 실추시키거나 한인회가 간과한 실수가 없었는지 깊이 생각하며 다음과 같이 공식 답변을 올립니다.
a. APMI 는 2 월부터 COVID-19 검사를 무수히 많이 실시하였는데 왜 메릴랜드 한인회가 커뮤니티 봉사를 위하여
무료 검사를 실시한 하노버의 빌립보 교회 SOUTHERN BAPTIST CHURCH BILINGUAL CHRISTIAN CHURCH 엘리컷 시티의 벧엘 교회, 이렇게 4 곳만 꼭 집어서 문제를 제시했을까?
b. 당일 검사장에 대한 불만을 아침 7:30 분경에 누가 제공하였으며 똑 같은 기사 내용(메릴랜드 한인회의 COVID-19 과거 행사 일정)을 누가 미 언론에 제공 하였을까?
c. 인증된 검체자의 부족이라고 했는데 이제까지의 행사에 주정부에서는 단 한번도 확인이 없었으며 벧엘 교회의 행사때에도 확인없이 행사를 진행한 것은 어떻게 설명할 수 있을까?
d. 메릴랜드 한인회와 MCCSG 는 COVID-19 관련 그 어떤 후원을 주 정부와 APMI 로부터 제공 받은 적이 없으며
KATZ FOUNDATION의 검사킷트만 제공 받았으며 모든 행사의 진행은 무료봉사자로 구성하였으며 모든 행사 때마다 인증된 의사와 간호사가 함께 봉사하였습니다. 당일 베엘 교회의 행사에도 8 명의 의사 및 간호사가 자원하여 무료봉사자로 함께 하였습니다.
우리 이민 1 세대들은 우리 한국말에 서투른 영어권 차세대들이 우리 커뮤니티를 위하여 어려움중에도 위험을 무릅쓰고 기꺼이 자원봉사하러 온 수 많은 1.5 세와 2 세들에게 또다시 한인 사회의 부끄러운 부분을 너무나 적나라하게 보여주었으며 인근 타 민족에게도 약속을 지키지 못하는 민족이 되었으며 같이 화합하여 서로를 도우며 미 주류 사회에서 함께 성장하지 못하고 동족 상잔의 비극을 미국에서도 실행하여 우리가 스스로를 돕지 못하고 서로를 시기하고 질투하며 권력에 줄을 서며 그 인맥을 이용하여 우리 스스로를 부끄럽게 만드는 민족이 되었습니다.
우리는 부당한 법의 집행에 목소리를 높이지 못하고 분노하지 못하고 목소리를 높이거나 분노하는 시민의 의식을 오히려 부끄럽게 생각하는 대단히 순종적인 민족이며 많은 한인들이 죽고 다쳐도 목소리를 하나로 만들지 않은 인내심이 깊은 민족이 되었습니다.
